Prepare for tests.

This doesn't add any actual tests but it should pave the way for that. Tests
may be run like so:

This is the core ``rattail`` package.

Installation
------------

Install the software with::

   $ pip install rattail


Usage

Built-in help can be seen with::

   $ rattail help
